VoterWeb Terms of Use

It's been a while since I've clarified the terms of use for this system, so I feel it's time to formalize and consolidate the rules and offer users the opportunity to Accept or Decline.

  1. VoterWeb is offered free of charge to PA Democratic Committee members in good standing.
  2. VoterWeb NOT free to candidates seeking an office (with a salary or similar compensation).
    Positions like school board, election officials at the polls, and committee member are free of charge
  3. VoterWeb NOT free to lawyers doing paid work for candidates who have not paid for VoterWeb access.
    So, if you are a lawyer helping on a petition challenge, and getting paid, you must clear it through me first, if the candidate is not already a paid client of mine.
    Basically, you can't make money off of VoterWeb free access.
  4. VoterWeb can be used ONLY for political purposes on behalf of the Democratic party.
    It's not a handy phone directory, or a tool for business, or for looking up a high school sweetheart, etc.
  5. VoterWeb users are encouraged to work for the overall Democratic Ticket rather than individual candidates (unless they are paid VoterWeb clients).
    If you are using VoterWeb for a lit-drop, please hand out for more than one candidate, or include the full Democratic sample ballot.
    If you are phone-banking, ask voters to support ALL the Dem candidates, not just one.
  6. VoterWeb users are encouraged to build their committees and use VoterWeb to identify and recruit more committee people and volunteers.
  7. VoterWeb may be used to fundraise for the local township or county Democratic committees.
  8. VoterWeb may NOT be used to fundraise for non-VoterWeb-clients UNLESS it's a joint fundraiser where the committee gets at least 50% of the net profit.
  9. VoterWeb users are given the minimum access level needed to perform their committee function.
    For most users, this is access to their own precinct.
    You should not have ward-level access unless you are ward leader.
    A similar rule applies at the Township, Area Leader, County or multi-County Regional levels.
    Search results are confined to your access level.
  10. Multi-County Regional accounts will no longer be available to those who are not recognized regional directors of statewide organizations or campaigns.
    An exception might be for some regional organizations trying to build a statewide presence or for coalitions.
    Also, I would consider specialized causes (like gun-control in Philly region).
  11. Users can lose their "good standing" standing for any of the following violations:
    1. Direct support of Republican candidates.
      Public criticism of bad Democratic candidates (especially Blue Dogs) is permitted and encouraged, but you can't use VoterWeb if you help the GOP.
    2. Giving out their password to someone else.
    3. Request to deny access by their Township or County chairman.
      I tend to defer to the committee chairman, though in some cases I may supply VoterWeb to committee members to help unseat a bad chairman.
    4. Theft of VoterWeb data or services, without compensation, for use in a campaign or business.
      This rule has been violated by several campaigns, who have since been banned.
    5. Sharing VoterWeb intellectual property (street lists, reports, polling place list, and even voter counts, etc.) with banned campaigns.

    6. Publicly disparaging VoterWeb
      I'm all for free speech, but if you are bad-mouthing my system, don't expect to be rewarded with a free account.
    7. Use of VoterWeb for non-political purposes, improper fundraising, profit, etc.
